网络政治参与背景下社会治理的创新分析

Social Governance Innovation on the Background of Network Political Participation

网络的发展和普及使得公众了解和参与政治更加便利快捷,传统媒体的单一制传播模式逐渐转变成为传播与反馈双向互动的舆论表达模式。网络政治参与在民主生活中所占的比例越来越重,并逐渐成为反映政治文明和社会治理状况的一块"晴雨表"。网络政治参与下社会治理创新的基本方向需从控制型治理向服务型治理转变;从一元化治理向多元化共治转变;从权威治理向民主协商转变。针对当前网络政治参与中存在的非理性行为,不均衡分布,有效性相对缺乏和非制度化等问题,提出网络政治参与下社会治理创新的路径选择:完善网络监督体系;转变社会治理理念;强化法治原则;注重网民自我管理;增强社会心理疏导;注重发挥社会组织的作用。

With the development and popularization of network, it is more convenient and efficient to make public understand and participate in politics. At the same time, the unitary transmission mode of traditional media is gradually transformed into a two-way interactive communication and feedback of public expression patterns. The proportion of network political participation in the democratic life becomes increasingly heavy and gradually becomes a ＂barometer＂ which reflects political civilization and social governance. The basic direction of social governance innovation in respect of network political participation needs change from control type management to service-oriented governance, from centralized governance to diversified cohabitation and from authoritative governance to democratic consultation. Based on the problems of current network political participation, such as irrational behavior, uneven distribution relative lack of effectiveness and non-institutional, this paper puts up the realization paths of social governance innovation under network political participation： to improve the network monitoring system to the concept of social governance; to strengthen the principle of rule of law; to pay attention to self-management of netizen; to enhance social psychological counseling and lay stress on the role of social organizations.
