摘要
当前社会经济快速发展,土地供求矛盾问题突出,而农村集体经营性建设用地入市能在一定程度上弥补城市建设用地供给不足的问题。2015年初中央正式授权试点区县开展入市实践活动以来,各地实践成果丰富。选择5个区县试点,从入市过程、收益分配、入市问题等不同方面对比分析各试点入市模式的特点,总结试点入市模式特色经验,为入市管理提供参考。
With rapid development of China's society and economy the contradiction between land supply and demand is sharp, but the rural collective operating construction land entering the market can make up for the insufficient supply of land used for urban construction to a certain extent. Since the state-authorized districts or counties carried out activities for the land to enter the market at the beginning of 2015 ,there have been plenty of achievements in different places. The paper selects 5 pilot districts or counties, comparatively analyzes their patterns for the land to enter the market in terms of market-entering process, income distribution and market problems ,and summarize their characteristics and experiences, providing reference for the management of land entering market.
