共性技术发展中的非均衡问题及政府职能分析

Analysis of Disequilibrium and Government Functions in Generic Technological Development

共性技术作为推动基础研究向应用研究转化的一类过渡性技术成果,对带动国家产业技术发展具有重要作用。基于非均衡理论,剖析当前我国共性技术发展中存在的以"市场供需不均衡、资源配置不均衡、单个组织内部收益不均衡"为特征的非均衡现象,找出制约共性技术发展的关键原因,从政府的角度出发,认为政府应发挥其"指引与向导、协调与服务、激励与扶持"等职能来促使共性技术产业发展由非均衡向均衡转化,并最终推动共性技术发展的螺旋式上升。

As a kind of transitional technological achievement of promoting basic research into application research, generic tech- nology has exerted essential influence in promoting the development of national industrial technology. Based on the disequilibrium theo- ry, this paper attempts to analyze the current disequilibrium phenomena existing in the country＇ s development of generic technology which include the imbalance of supply and demand in the market, the unbalanced allocation of resources, and the unbalanced income within the individual organization. Meanwhile, key restriction reasons in generic technology development are to be explored. This paper concludes that, from the perspective of government, our government should play its functional roles in direction and guidance, coordi- nation and service, encouragement and support, as well as other functional roles to promote the generic technology industrial develop- ment transformation from disequilibrium to equilibrium, and ultimately achieves an upward spiral in the generic technology develop- ment.
