On the "Offside" Problem of "Quasi Planned Economy Means" in Market Economy

随着改革进程不断深化,国家层面提出了"供给侧结构性改革",不断强调市场在资源配置领域的决定性作用,然而,一部分地方政府仍然违背市场规律,通过一些过度干预的"类计划经济手段"开展经济工作,造成各类资源大量浪费,产品过剩严重。本文将通过实例结合供给侧结构性改革与政府"放改服"改革理论,来分析出现这种现象的原因及后果,并提有针对性的改进建议。

With the deepening of the reform process, the ＂supply side structural reform＂ has been put forward at the national level, and the decisive role of the market in the field of resource allocation has been emphasized. However, some local governments still violate the laws of the market and carry out economic work through some over-intervention ＂quasi planned economy means＂, resulting in a large number of various types of waste of resources, and serious product surplus. This paper will analyze the causes and consequences of this phenomenon by combining the structural reform of the supply side and the reform theory of the government, and proposes targeted suggestions.
