欠发达地区非公经济发展的制度障碍与政策改善——以湛江市为例

Research on the Institutional Obstacles in Non-public Economic Development in Undeveloped Areas and the Improvement Policies——taking Zhanjiang as an Example

非公经济是我国市场经济重要组成部分,它对满足消费者多样化需求、推动发展社会主义生产力、促进市场竞争发挥着越来越重要的作用,非公经济提供了大量就业机会,为维护社会和谐稳定做出了突出贡献。当前我国经济下行压力加大,重视非公经济发展显得尤为迫切。我国欠发达地区的非公经济发展面临诸多问题和困难,必须高度重视自主创新能力、加大体制创新、技术创新和理论创新,加大对非公经济的融资扶持力度,创新融资方式,有重点地扶持非公企业,提高企业经营者的管理水平,使非公企业走上发展的快车道。

The non-public economy is an important part of China＇s national economy. It not only plays an increasingly important role in the development of our social productive forces, satisfying the needs of the people’s diversification and promoting the development of the national economy, especially providing a large number of employment opportunities to contribute social stability. In current situation, we encounter economic downward pressure, so great attention to the development of non-public economy is particularly urgent. China’s undeveloped areas of non-public economic is facing many problems and difficulties, great attention must be drawn to enhance the ability of independent innovation, increase institutional innovation, technical innovation, theoretical innovation policy incentives to increase financial support for non -public economy. Meanwhile, increasing the financing of non-public economy to support efforts to innovate financing, increasing the direct and indirect financing efforts to focus on supporting non-public enterprise, emphasizing on the support of non-public enterprise to improve management are also tools to accelerate the development of non -public enterprises.
