Two Sides of Elderly Community:Local Care and Demographic Dividend

依循田野调查、实作参与和他国经验,指出我国"未富先老"的老龄社区须具备"关系营造"与"活化市场"双重面向;场域再造以释放社区蕴藏的巨大"老年人口红利"、将就地养老照护问题操作化,引导老年人成为社区发展主体,积极回应老龄社会本土化机制。在非正式安排与正式制度中,实现高龄老人就地照护、低龄老人适度就业,达成制度化与社会性并行、共享共治的老龄社区永续与自组织。

Based on the field investigation,participation practice and experience of other countries,the paper points out that the ＂aging before getting rich＂elderly community of China should be ＂relationship building＂ and ＂activating market＂ double-oriented.We should reconstruct the field to release and stimulate the market dynamic of the huge community and achieve the ＂aging population dividend＂.On-site operation of long-term care system are supposed to guide elderly people to become the subject of community development and cultivate localization mechanism.Between the informal arrangement and the formal system of elderly community,we need to bring about a balance and maintenance of local care for the oldest old and moderate employment for the young old,finally to achieve the parallel between institutionalization and sociality,sustainability and self-organization of resource sharing and co-management on elderly community.
