国有资产管理体制是国家所有制的具体实现形式。"以史为鉴,可以知兴替"。上海于1993年率先开启了国有资产管理体制改革历程,创新国有资产管理体制,以释放国企发展的弹性和空间,提高了国有企业综合能力和国有经济整体竞争力。按照党的十八届三中全会提出的"以管资本为主,加强国有资产监管",上海国资管理体制深化改革的发展取向应为:坚持"管资本"为主的改革方向、构建国资管理权责体系、创新国资监管方式以及完善国资管理机制等。

State-owned assets management system is the specific form of state ownership.＂Learning from history,one can know how. ＂ Shanghai started the process of SOA （state-owned assets） management system reform and mechanism innovation of SOA management system since 1993. From then on, re- form on the SOA management system is valuable to release the development flexibility and effective space of the SOEs and to improve the comprehensive ability of the SOEs and overall competitiveness of the state-owned economy. It is supposed to deepen the reform according to the principle that ＂capital management lies in the core of strengthening the SOA supervision＂ , proposed by the third Plenary Ses- sion of the 18th CPC Central Committee. Shanghai should adhere to the reform orientation of capital management based,the construction of SOA management responsibility system,innovation of SOA su- pervision style and perfection of SOA operating mechanism as well.
