企业突发事件处置存在问题及对策研究

Emergency Handling Problems of Enterprises and Main Countermeasures

通过阐述企业突发事件的概念、分类、主要特点以及消极影响,总结企业处置突发事件过程的基本流程以及应遵循的基本原则,从企业内部制度管理、企业外部队伍建设、应急预案体系、信息平台建设、装备物资储备以及善后处理和灾后重建机制等六个方面,查找当前我国企业在处置突发事件过程中普遍存在的突出问题,并提出了把握一个"指导方针"、抓好"两支队伍"、建立健全"三个体系"以及具备"五种能力"的处置对策与建议。

On the basis of elaborating the concept,classification,characteristics and negative influence of enterprise emergencies,summarizing enterprise＇s basic process and principles of handling emergencies,this thesis analyzes the outstanding problems existing in enterprise emergency handling in terms of internal institutional management,external team building,emergency response plan making,information platform construction,equipment and resources reservation and aftermath disposal,and puts forwards countermeasures and suggestions,including upholding one guideline,paying special attention to two-team construction,establishing and perfecting three systems,and building five capacities.
