摘要
为确保集装箱船舶航行安全,《1974年国际海上人命安全公约》修正案于2016年7月1日正式生效。由于缺乏具体可操作的模式及明确的处罚措施,部分货主不配合提供或无法提供VGM信息,给实际操作带来很多不便。因种种客观因素,无论是海事部门还是船公司对此现象都无有效的方法予以解决。文中旨在结合青岛港的实际,研究探讨一种基于第三方参与VGM业务的新模式,为推行新规实施提供实践案例和理论参考。
In order to ensure the navigational safety of container ship,SOLAS 1974 Amendment was officially put into effect in July 1,2016. Due to the lack of specific operational patterns and clear penalties,more than half a year's practice has found that some shippers or freight forwarders often make false reports in order to avoid additional overweight charges. This paper aims at exploring a new model based on the third party participation in VGM businesscombining the actual situation of Qingdao port,and provides practical cases and theoretical reference for the implementation of new regulations.
