地质环境治理备用金改革探讨

Discussion on the Reform of Geological Environment Treatment Revolving Fund

湖南省矿山地质环境治理备用金制度,始建于2004年。本文在研究湖南省矿山地质环境治理备用金缴存现状的基础上,分析了湖南省矿山地质环境治理备用金制度存在的突出问题;根据国家有关矿产资源权益金制度的改革方案,就矿山环境治理恢复基金制度的落地实施,提出了测算矿山环境治理恢复的基金计提标准,建立矿山环境治理恢复基金计提、使用专户监管制度,完善矿山地质环境分期治理验收制度体系,改革闭坑、关闭矿山地质环境治理验收制度体系等改革思路。

The revolving fund system of geological environment control of Hunan was established in 2004. This paper analysis the prominent problems of revolving fund system based on discussing its current situation. According to related national reform scheme of royalty payments system of mineral resources, the paper put forward fund provision standard of mine environmental recovery, establish a recovery fund provision to control mine environment , use special regulation system, improve the system of mine geological environment acceptance stage governance system, and reform the system of closing mine geological environment management system, etc, , for the landing implementation of the mine environmental recovery fund system.
