摘要
当前,我国教育改革患上了严重的教育顶层设计依赖症:一方面是教育主管部门以精英本位自居,期待着一次性解决教育问题,重视计划模式,摒弃市场规则。另一方面是民众对政府教育改革充满着过度的期盼,基层和教育管理者对教育改革充满着无奈、乏力和变相依赖的心理。过度的教育顶层设计诉求实质上反映了当前我国教育改革违反教育自身发展规律的实质。笔者建议,应理性认识教育改革顶层设计模式的有限作用,倡导市场主导的自由教育改革模式,以纠正教育计划失灵的问题,限制政府过多的权力,激发基层的创造力。即以省域为单位,充分放权;以松绑为目标,向社会放权;以教育法规为依据,向基层赋权。以此促进教育强国之梦的早日实现。
At present, education reform has suffered from serious education on the top of the design dependen-cy in China: on the one hand, the education department lives in an elite standard, looks forward to a one -time solution to education, pays attention to planning mode, abandons the market rules. On the other hand,the public is full of hope for the government education reform, grassroots and educational managers of educa-tion reform are full of frustration, weakness and disguised psychological. Excessive education top design de-mands essentially reflect the current nature of Chinas educational reform in violation of the law of the develop-ment of education itself. The author suggests that, we should rationally understand the limited role of the topdesign model of education reform and advocate the market - led model of free education reform to correct theproblem of educational planning failure, limit government excessive power and stimulate the grassroots crea-tivity. That is, take province as a unit, fully decentralized; take relaxation as the concept; to the social objec-tives ; take education laws and regulations as the basis, to the grassroots empowerment, in order to promote theearly realization of the educational power dream.
