分析"一带一路"区域内主要资源国的油气合作现状、上游不同合同模式的差异性、已有的合作基础与面临的挑战以及相关资源国的勘探开发现状及潜力等,提出了"哈萨克斯坦油田群、土库曼斯坦气田群、两伊巨型油气田群、俄罗斯与极地群、东南亚油气田群、东非天然气群"六大上游合作重点项目群,明确了油气上游合作的目标,"互利共赢、层次递进、就近通道"的基本原则,以及"由近及远、由点及面、由大及小"的实施路线。

Based on the analysis of the current situation of oil and gas cooperation in the 'One Belt And One Road' region and the differences of the different contract modes in the upst ream, and the existing cooperation based on the existing cooperation, the paper puts forward the key projects of 'Kazakhstan oil field group, Turkmenistan gas field group, Two Iranian giant oil and gas field group, Russia and polar group, Southeast Asian oil and gas field group, East African gas group', which clearly defines the target of upstream cooperation of oil and gas, and the basic principle of 'mutual benefit and win-win situation, hierarchical progression, close access', and the implementation route of 'from near and far, from point to side, from large and small'.
