随着我国经济发展进入新常态,财政收入的增长渐缓,而经济社会发展对财政的需求不断增长,财政收支矛盾突出。如何缓解地方财政收支矛盾,确保财政职能的实现,地方政府必须转变观念,掌握科学的理财方法,加强财政管理,提高财政资金使用效益,发挥好财政政策的引导作用,规避财政风险,实现财政健康稳定持续发展,不断推进经济社会事业发展和民生改善。

As the development of China＇s economy enters into a new normal, the growth of fiscal revenue is limited, but economic development and social financial needs are still growing, and contradictions in fiscal revenue and expenditure are still existing. To alleviate the contradiction between local fiscal revenue and expenditure, to ensure the implementation of financial functions, local governments must change their concepts. They must master scientific financial management methods, strengthen financial management, provide financial resources for beneficial use, exert good financial policy guidance, and avoid financial risks, to achieve a healthy, stable and sustainable financial development. All of these are in the context of constantly promoting the development of economic and social undertakings to improve people＇s livelihood.
