公安机关对自杀式爆炸事件的现场处置

Scene Disposal of Suicide Bombings by Public Security Organs

近年来,国际上自杀式爆炸事件频频发生,国内自杀式爆炸事件也屡见不鲜,而自杀式爆炸事件突发性强、操作便捷、防范困难、社会危害极其严重,已经成为恐怖分子袭击政府部门和平民以及某些极端人员报复社会的首选方法。在处置此类事件过程中我们面对的不仅仅是一个或者数个爆炸装置,还要面对极端仇视社会,置自己与他人生命于不顾的亡命徒,处置工作极其困难、棘手,如何有效、快速、稳妥的处置此类事件是当前摆在我国公安机关面前的一个严峻的课题。通过对自杀式爆炸事件的分析研究,按事件发生的时间顺序,阐述公安机关对自杀式爆炸事件不同阶段的现场处置方法。

In recent years, the suicide bombing incidents occur frequently in foreign countries, while the domestic ones are not rare as well. The suicide bombing incidents are abrupt, easy to operate, difficult to be prevented, and seriously dangerous to the society, which has already become the prime method to attack government departments and civilians by terrorists, and also to retaliate society by some radical individuals. During the process of handling such incidents, what we face is not only the explosive devices, but also the desperado who hates the society extremely and disregards the lives of their own and others. How to deal with such incidents effectively, quickly and safely is a serious problem for our public security organs to face. In this paper,through the analysis and study of suicide bombings, according to the time sequence of events, the author expounds the public security organs on-site disposal methods of suicide bombings at different stages, for the reference.
