Thinking and Suggestions on Promoting the Healthy Development of China's Grain Industry under the New Normal

粮食生产事关国民经济社会平稳发展大局,是中国农业发展的基础和重中之重。近年来,为促进粮食产业健康发展,国家不断完善调控政策,丰富调控手段,健全调控体系,具备中国特色的粮食市场调控政策体系逐步形成。新常态下国内外粮食供需格局发生了诸多新变化,也给中国粮食产业带来了更多的机遇和挑战。在供给侧结构性改革背景下,需要进一步加快转变粮食发展理念,调整国家粮食安全战略的基本方针,细化各品种发展目标。梳理新中国成立以来不同阶段粮食产业政策发展特点,分析当前主要粮食市场调控政策实施效果及情况,总结产业发展面临的主要问题,并提出了促进中国粮食产业健康发展的对策建议。

Grain production is related to the steady development of China＇s economy and society, and is the foundation and uppermost priority of China＇s agricultural development. In recent years, in order to promote the healthy development of the grain industry, the Chinese government has continuously improved its market regulation and control policies, enriched the instruments and perfected the system, then the grain market regulation and control policy system with Chinese characteristics has gradually taken shape. Under the new normal, the patterns of domestic and international grain supply and demand have undergone many new changes, and have also brought more opportunities and challenges to the Chinese food industry. In the context of supply-side structural reform, China needs to further accelerate the transformation of the concept of food development, to adjust the basic policy ofthe national food security strategy, and to refine the development goals of different grain varieties. This article combed the characteristics of the development of grain industry policy at different stages since the founding of the People＇s Republic of China, analyzed the current main grain market regulation and control policies and their implementation effect, summarized the main problems faced by industry development, and put forward some countermeasures and suggestions on promoting the healthy development of Chinese grain industry.
