摘要 研究建立适应公司实际需求的重点实验室运行评估指标体系是做好重点实验室运行管理的重要内容。通过调研国家部委等重点实验室运行评估管理方法,结合中国石油集团公司特点,提出公司重点实验室运行评估的目的和评估原则,在此基础上研究建立了以"成果、人才、管理"3个核心要素为主线的评估指标体系,具体包括研究成果水平和贡献、人才和团队建设、对外开放与运行管理水平3项评估指标,并建立了"汇报质询、现场考察、人员访谈"三位一体的运行评估流程。该评估指标体系具有突出成果质量和水平、重视实验室原始性创新和知识产权、鼓励吸引世界一流人才在实验室工作、强调实验原始记录的完整性等特点,通过实践取得良好效果,评估指标的科学性和合理性得到验证。 It is important to study the operational evaluation index system of key laboratories suitable to meet the company’s actual demand. According to investigation of the evaluation management methods for key laboratories operated by the ministries and commissions and with respects to CNPC characteristics, this article comes up with the evaluation targets and evaluation principles for operation of the company’s key laboratories. The evaluation index system was established on the basis of the research, which centers three key elements – “results, talents and management.” The system includes three evaluating indexes – the levels and contributions of research results, cultivation of talents and teams as well as the levels of foreign cooperation and operational management. The operational evaluation process is an integration of inquiry, on-site inspection and interview with working staff. This evaluation index system highlights the quality and level of achievements, attaches importance to original innovation and intellectual properties of laboratories, encourages and attracts the world’s frst-class talents to work for laboratories and emphasizes the integrity of original experimental records. The system has achieved good results in the practice, confrming the scientifc properties and reasonability of those evaluation indexes.
