摘要
在文化全球化的语境下,文化软实力已经成为综合国力竞争的核心要素,提升文化软实力业已成为世界各国新兴的战略目标。互联网技术在文化领域的广泛应用正在改变着全球的文化生态,对提升文化软实力也产生了前所未有的影响,依托信息技术而形成的新兴业态和强大的传播能力是21世纪文化软实力的重要体现。法国积极利用互联网技术,通过开展数字外交、推进文化产品的数字化转化、建立数字化文化传播体系、调整数字时代的文化政策、利用数字技术整合欧盟文化资源提升本国文化软实力的经验值得称道,可为我国抓住互联网时代的战略机遇提升文化软实力提供有益的借鉴和参考。
As cultural soft power is a core element of integrated national strength in the era of globalization,promoting cultural soft power has become the new strategic objectives of all countries. The wide use of Internet technology is changing the global cultural ecology,and it also has a positive effect on cultural soft power. The 21st-century cultural soft power is evidenced by the rising of new industries with the operation relying on information technologies and the strong communication capability.France is commendable for the measures it takes to promote its cultural soft power such as engaging digital diplomacy,promoting the digital transformation of the cultural products,building digital cultural communication system,adjusting cultural policy in the digital age,and integrating EU cultural resources by using digital technologies. These measures provide an important reference for enhancing Chinese cultural soft power.
