“一带一路”背景下郑州建设中西部航空金融中心的对策研究

Countermeasures of Building the Midwest Aviation Financial Center of Zhengzhou Under the Background of “The Belt and Road” Strategy

"一带一路"战略为郑州市建设航空金融中心提供了宝贵契机。郑州建设航空金融中心是国家建设"一带一路"的需要,也是郑州建设国家中心城市和发展航空经济的需要。郑州市具有地理地缘优势突出、经济金融综合实力强、航空产业基础好和通用航空发展后劲足等优势,但也存在航空产业链亟须完善、航空金融业务亟待突破以及金融中心建设相对迟缓的劣势。在未来发展过程中郑州市应进一步提升航空基础设施水平,夯实航空产业发展基础,优先发展航空物流金融和通用航空租赁业务,完善航空金融组织体系,发挥金融支持政策效力,优化航空金融生态环境,采取政府推动和市场力量有机结合的模式,尽快建成"一带一路"上有影响力的航空金融中心。

The Belt and Road^ strategy provides valuable opportunity for Zhengzhou to build aviation financial center. It is the urgent need for the construction ofu The Belt and Road^ strategy and devel-opment of Zhengzhou. Zhengzhou city has the geographical superiority, greater economically and fi-nancially comprehensive strength, good aviation industry foundation and general aviation development basis. But there are also some weaknesses in aviation industry chain and aviation financial business. This paper suggests that Zhengzhou should further enhance the level of aviation infrastructure, strengthen the aviation industry foundation, develop aviation logistics and general aviation finance leasing business as a priority, perfect aviation financial organization system, optimize aviation finan-cial and ecological environment, take the model of government promotion and market forces combina-tion in order to build the influential aviation financial center as soon as possible.
