社会工作对《社区矫正法(征求意见稿)》的回应——基于“北京模式”调查

The Response of Social Work to The Community Correction Act Draft:Based on the Beijing Model Survey

《社区矫正法(征求意见稿)》一石激起千层浪,社会工作界在欢呼社区矫正领域服务的春天即将到来。鉴于"北京模式"在全国的广泛影响力,笔者对北京近年社区矫正领域购买社工服务状况进行了调查,发现情况不如预想那么乐观,长期坚持下来的凤毛麟角。社区矫正机构虽然极其需要协管员社工的协助,然而他们对专业社会工作却持质疑态度,其中经费是关键制约因素,专业司法社会工作培养不足也是一个主要原因。本文认为,需在立法中明确建立常规经费之外的预算用于购买社工服务,司法系统公务员及事业编制岗位上应设立专业司法社工岗位,招聘协管员时应偏重社工等专业背景并加强培训,购买服务应在区县级以上进行,并瞄准重点对象进行帮扶。

The Community Correction Act Draft has stirred up a lot of controversies,but the social work circle is cheering for it.In view of the nationwide influence of the Beijing Model,we investigated the purchase of social work services in Beijing community correction,finding it won't be so optimistic as expected.Although community correction organizations extremely need the help of social workers,they are skeptical about professional social work.This article proposes that it's necessary to establish a special budget for the purchase of social work services,set up the forensic social worker positions in the judicial system,stress on social work background and strengthen training in recruitment,purchase services on the level of county and district,and aim at intervening main correction objects.
