非完全融合型“区镇合一”发展策略研究——以武进国家高新区与其周边乡镇为例

Research on development strategies of incomplete fusion type "integration of zone and towns" ——A case study of Wujin Hi-tech Industrial Zone and the neighboring towns

随着开发区发展转型,开发区与周边地区融合发展趋势逐渐明晰。为促进开发区与乡镇地区一体化,近年来我国提出了"区镇合一"的新型发展模式。文章首先依据区镇管理体制的融合程度,将"区镇合一"分为完全融合与非完全融合两种类型,并通过论证认为出后者更具有普遍性。继而选取武进国家高新区与周边乡镇,这一典型非完全融合型区镇空间,分析其现状发展困境。最终提出管理协同、空间整合、产业联动、设施共建、生态共享多维度发展策略,以此推进区镇一体化的实施。

The fusion development trend of the development zone and the surrounding areas becomes gradually clear with the transformation of the development zones. In recent years, China has put forward the new model of Hintegration of development zones and towns＇ in order to promote the integration of development zones and towns. Firstly, this paper divides the integration of development zones and towns into two types of the complete fusion and incomplete fusion according to the degree of integration of the management system, and proves that the latter is more universal. Furthermore, the paper analyzes of the dilemma of current development by selecting Wujin Hi- tech Industrial Zone and the neighboring towns as a case of incomplete fusion. Finally, the paper puts forward the development strategies of multiple dimensions including management synergy, spatial integration, industrial agglomeration correlation, infrastructure construction and ecological sharing in order to promote the implementation of the integration.
