城乡规划视角下苏州小城镇行政管理体制改革及影响初探

On the reform and influence of the administrative system of small towns in Suzhou from the perspective of urban and rural planning

苏州小城镇行政管理体制改革起步早,动作大,成效显著,在全国产生较大影响,契合了国家发展战略要求。立足于城乡规划视角,深入探讨与总结苏州小城镇行政管理体制改革中出现的"乡镇撤并"、"强镇扩权"和"区镇合一"三种形式,以及"稳撤并"、"固强镇"、"促共赢"三点启示,对于指导全国小城镇行政管理体制改革以及促进小城镇健康持续发展具有借鉴意义。

Suzhou started its reform in the administrative system of small towns very early, and many major measures have been taken and significant results achieved, having great influence across China, which also fits the requirements of the national development strategy. Based on the urban and rural planning perspective, the paper discussed and summarized the three forms of the administrative system reform of small towns in Suzhou including ＂dismantlement and merging of townships and towns＂, ＂strengthening the towns by expanding their power” and ＂integration of districts and towns＂, and the three kinds of advice including ＂solid dismantlement and merging＂, ＂strengthening the towns＂ and ＂promoting common prosperity＂, which presents some reference and significance for guiding the China^s administrative management system reform and promoting the healthy sustainable development of small towns.
