协商治理视阈下我国行政伦理价值建构研究

On Value Construction of Administrative Ethics in China from Perspective of Consultative Governance

现代社会治理体系呈现给我们的是从管理到服务的过程,是公共领域和私人领域开展互动合作的过程。协商治理模式的革新有赖于行政伦理价值的合理建构,而行政伦理的价值隐忧和协商治理格局的形成要求政府在行政伦理价值建构领域采取有效手段以保证政府与公民地位的动态平衡。协商治理视阈下行政伦理建设的价值建构应以公共利益为基本价值导向、正义为根本价值目标,兑现履行公共责任的社会承诺,以实现人的全面发展为终极价值追求,真正奉行社会主义协商治理的基本理念,从本质上回应协商治理对我国行政伦理价值建构的现实要求。

What modern social governance system presents to us is the process from management to service as well as the process of interaction and cooperation between public and private spheres. The innovation of consultative governance model depends on the reasonable construction of administrative ethics, but the val-ue worries and the form of consultative governance pattern require the governments＇ effective solutions in this area, to keep a dynamic balance between the government and the citizens. From the perspective of consultative governance, the value construction of administrative ethics keeps public interest as the basic value orientation and justice as the fundamental value target, follows social commitment to fulfill public responsibilities, and takes human comprehensive development as the ultimate pursuit. It truly adheres to and carries forward the basic concepts of socialist consultative governance, and responds in nature to the practical demand of consultative governance for the value construction of administrative ethics in China.
