摘要
英国中小学校在预防和应对校园欺凌行动中,形成了许多值得借鉴的经验和特色。在反欺凌制度方面,英国中小学校制定了校园反欺凌政策,主要涉及政策目标、主体职责、预防策略、上报流程以及处置措施等方面。在反欺凌手段方面,英国中小学校开展了对教职工和全体学生的反欺凌培训和教育,对欺凌者和受欺凌者分别采取不同的干预和教育支持手段。此外,许多学校将学生作为反欺凌的重要力量,通过组建反欺凌团队或同伴互助组织等,鼓励学生参与学校管理,促进学校反欺凌工作的开展。在反欺凌网络体系方面,英国中小学校开辟了学校与家长、社区和社会团体等多方合作渠道。
The anti-bullying actions for preventing and tackling school bullying for primary and secondary schools in the U.K have formed plenty of experience and features. As for anti-bullying system, schools around the U.K. have formulated their own anti-bullying policy, which consist of policy objectives, responsibilities, prevention strategies, reporting process and disposal measures. As for anti-bullying means, they have been conducting anti- bullying training and education to teachers and students and taking different intervention measures and educational support methods for both bullies and victims. Moreover, most of schools have established the anti-bullying teams and the peer support groups to encourage students' participation in anti-bullying work. And as for anti-bullying network, they have created multilateral cooperation channels which combine school with parents, communities and social organizations.
