基于集中与分布相结合的档案资源可控模式研究

为解决信息化环境下档案资源有效管控存在的两大问题:档案部门保管能力有限难以适应档案收集范围迅速扩展、高质量档案资源保存分散难以满足信息社会互联共享需求,本文通过对比分析档案资源集中和分布管理模式的特点,提出档案资源集中与分布可控模式多元架构:四种类型及应用范围,并从构建基于政务云的文档一体化系统、建设档案目录数据总库、利用企业档案公共服务平台、研制档案数据接口系统等四个方面提出技术实现路径。

There are two major problems in the effective management of archives resources under infor- mation environment：archives preservation capacity is difficult to adapt to the rapid expansion of the range of archives collection;Dispersed high-quality archives are difficult to meet the needs of the information so- ciety.In order to solve the above problems,this paper analyzes the characteristics of archives resource con- centration and distribution management model,puts forward the multi-construction of archive resource con- centration and distribution controllable mode：four types and application scope,as well as the technicalreal- ization route of constructing archive integration system based on E-government cloud,constructing archive- catalogue database,utilizing enterprise archives public service platform,developing the archives data interface system.
