摘要
本文运用环境约束下的SBM-Undesirable模型和GML全要素生产率指数,测算分析了2006—2014年中国30个省(市、区)及八大经济区域的全要素生产率(TFP)及其变动趋势,研究了地区产业结构特征与经济增长效率之间的关系以及TFP变化的技术和规模特征,进而寻求提升全要素生产率的对策途径。研究结果显示:纯技术进步指数与TFP的变化方向具有较强的趋同性,技术进步是提升TFP最有效的途径;高污染、高能耗产业导致经济效率低下,以绿色产业为主的地区在考虑环境因素后TFP不降反升。环境、技术创新协同发展是实现TFP增长的关键。
Since 2007, China's economic growth has been declining, how to maintain high-speed economic growth and the quality of growth, is worthy of study. This paper applied SBM-Undesirable model under environmental constraints and GML index to estimate and analyze the total factor productivity (TFP) and its evolution trend of 30 provinces and eight economic regions in China from 2006 to 2014, to analyze the relationship between industrial structure and eco- nomic growth, and the feature of technology and TFP changing, and then seek to enhance TFP measures pathway. The result shows: pure technological progress index and the change direction of TFP have a strong convergence, technological progress is the most effective way to enhance the TFP ; high pollution and high energy consumption industries lead to economic inefficiency, Green industry dominated areas after considering environmental factors TFP rise, not fall; environment, technology innovation and collaborative development are key to achieving growth in TFP.
