县(市)域城乡总体规划编制中的次区域规划探索——以三河市城乡总体规划为例

A STUDY ON SUB-REGIONAL PLANNING IN THE PLANNING OF URBAN AND RURAL AREAS IN COUNTIES(CITIES):TAKING THE URBAN AND RURAL PLANNING OF SANHE AS AN EXAMPLE

随着《中华人民共和国城乡规划法》的颁布实施和国家新型城镇化的战略部署,开展有利于推动城乡一体、产城互动,促进用地节约集约,落实规划管理的规划编制工作,已经成为当前阶段城乡总体规划的工作重点。目前,县(市)域仍是我国城乡空间的基本组成单元,同时,县(市)域内部具有城乡发展的差异性和复杂性特征,使得县(市)域城乡总体规划的编制既要统筹一体,又要因地制宜,兼顾和尊重次级区域的发展诉求。因此,在县(市)域城乡总体规划编制中开展次区域规划探索具有重要的现实意义。以三河市城乡总体规划为例,对其次级区域发展差异性和复杂性进行问题分析,探讨其开展市域次区域规划的现实必要性,并探索如何通过次区域规划的编制促进市域城镇化协调发展。

With the promulgation and implementation of China＇s urban and rural planning law and the strategic deployment of the new urbanization of the country,it is necessary to carry out the planning and formulation of urban and rural areas,promote the interaction of urban areas and promote land use,and implement the planning and management of planning and management.At present,the county（city） domain is still the basic unit of urban and rural space in China,at the same time,the county（city） domain with urban and rural development within the differences and complexity characteristics,making the county（city） urban and rural planning is necessary to co-ordinate One,but also according to local conditions,take into account and respect for the development of sub-regional demands.Therefore,it is of great practical significance to carry out the exploration of sub-regional planning in the planning of urban and rural areas in the county（city） domain.Taking the urban and rural overall planning of Sanhe as an example,this paper analyzes the problems and causes of the development of subregional development and discusses the practical necessity of carrying out sub-regional planning in the city and explores how to promote the coordinated development of urbanization through sub-regional planning.
