政府购买图书馆服务中的政府责任分析

An Analysis of the Government Responsibility in Government Purchasing Library Services

在政府履行向社会公众供给图书馆服务的过程中,政府责任因供给方式的不同而不同。在政府购买图书馆服务中,政府责任变革的机理是图书馆服务供给理念的变革、参与主体的多样化和供给方式的变革;政府责任的内容是表达和汇聚社会公众的图书馆服务需求、科学界定服务购买的范围、选择购买方式和服务契约的签订、服务契约的监管、纠纷处理和权利救济以及制度供给和资源保障。最后,提出实现政府责任的政策性建议和进一步研究的方向。

The government responsibility varies according to ways of supplying in the process of supplying the library service to the public.This paper points out that the mechanism of government responsibility change is the reform of library service supply concept, diversification of participant and transformation of supply mode. The government responsibilities are to express and converge library service demand of the public, define the scope of service purchase, choose purchase method and service contract, supervise service contract, deal with disputes and rights relief, system supply and resource guarantee. Finally, the paper puts forward the policy suggestions and the direction of the further research to realize the government responsibility.
