上海自贸试验区承担探索形成一整套与未来全球发展秩序变化相适应的制度体系框架,要成为国家进一步开放的"压力测试场",应将国际贸易规则中合理的内容放在自贸试验区内进行压力测试。同时,要把自贸试验区内的创新经验放在一级政府平台上提高试验强度,发挥"从1到N"的辐射带动效应,对接、引领新的国际贸易、投资、金融以及服务业发展方向,形成一整套可复制、可推广、与中国国情相适应、与国际通行规则相衔接的制度体系。
