The investment model of smart city construction has changed from the government as the main investment to the market diversification investment. As a member of the multi main body, the risk of investment and financing is more complex. Based on the current development situation of smart city, this paper discusses the establishment of investment and financing risk management system of enterprise wisdom and cityconstruction under PPP mode.
