农户对政府抗灾政策的满意度分析——基于鄱阳湖地区592个农户调查

Farmers' Satisfaction with Government Disaster Relief Policy:Based on Survey of 592 Farmers in Poyang Lake Area

气象灾害的发生会给农户造成重大损失,政府相关部门和机构在灾害发生时会给农户提供抗灾政策支持,农户对抗灾政策的满意度直接影响到抗灾政策的有效实施。选取鄱阳湖地区592个农户的实地调研数据,运用有序Probit模型分析农户对政府抗灾政策的满意度及影响因素。研究结果表明:在户主特征、家庭特征和外部因素三类因素中,户主特征中的户主性别、务农年数、是否从事非农工作,家庭特征中的家庭人口数、家庭人员中是否有村干部,外部因素中的获取灾害信息的手段、给予灾害措施的机构以及灾害发生时是否得到资金补贴、技术指导和物质补贴等因素对农户满意度会产生显著影响;户主年龄、受教育程度和家庭户口类型对农户满意度的影响不显著。

When meteorological disasters cause great losses to farmers,to support affected farmers relevant government departments will provide disaster relief policy,whose effective implementation is directly affected by farmers' satisfaction with it.This article analyzed factors influencing farmers' satisfaction by using ordered Probit Model with data collected from 592 farmers in the Poyang Lake Area.The results show that characteristics of the head of the household,family characteristics and external factors affect farmers' adoption of response measures when a meteorological disaster occurs.Gender,number of years devoted to farming,and engagement in non-agricultural workamong the household characteristics,family size experience as village cadres in family members among family characteristics and access to disaster information and agenciesto provide measures against the disaster and access to financial subsidies,technical guidance,and material subsidies among external factors have a significant impact on farmers' satisfaction with the relief policy while age,education and household types do not.
