Study on the Defense Mechanism and Control Strategy of Financial Risk in Shanghai Pilot Free Trade Zone

随着中国(上海)自贸试验区金融经济改革的不断深化,自贸区金融经济运行模式和行政监管方式等也有了新发展、新变化和新挑战。自贸区公安机关作为自贸区建设的践行者和金融经济正常运行的护航者,如何最大限度地发挥自身职能,提高自贸区金融经济风险防控和犯罪打击能力、为自贸区改革创新和建设发展保驾护航是一项重要的课题。自贸试验区分局自2014年9月27日挂牌成立以来,在上海市公安局党委的坚强领导下,置身深化改革的最前沿,紧扣自贸区建设的创新核心,聚力勇进、砥砺前行,将警务机制创新作为最核心任务向前推进,积极探索服务自贸区金融经济改革创新和建设发展的新思路、新理念、新模式,有效维护了自贸区金融经济安全稳定。

With the context of world economic globalization, in order to adapt to the new international situation, Shanghai Pilot Free Trade Zone promotes the reform of financial liberalization to build a world-class financial center and to affect the national economic growth. It is particularly important to avoid the risks of financial liberalization and to avoid systemic risk. It is based on the risk of financial liberalization reform problem in Shanghai Pilot Free Trade Zone, and put forward targeted measures, in order to minimize the risk of financial liberalization. It is based on the new measures of financial reform in Shanghai Pilot Free Trade Zone, and to analyze the risk of financial liberalization reform respectively from three aspects upon the national situation and national condition. In view of the risks related to our analysis, we put forward the pattern of financial liberalization, and the corresponding risk prevention advice. In the basis of the financial system reform, Shanghai Pilot Free Trade Zone should make full use of financial innovation, perfect the system of financial regulation and adopt the gradual method. Shanghai Pilot Free Trade Zone should work with the countries concerned to prevent and defuse financial risks and promote steady China and even global economic growth.
