准世界文化遗产保护与利用规划编制思路初探——以郑国渠遗产为例

Preliminary Study on Planning and Utilization of Quasi- world Cultural Heritage --A Case Study of Zheng Guoqu

郑国渠与都江堰、灵渠并称为我国秦代著名的三大水利工程，记录了我国的水利发展史，是一笔珍贵的水利文化遗产，属于有待申遗的准世界文化遗产。本文以郑国渠遗产的保护与利用为例，运用文献分析法和实地调研法对遗产本体进行了系统认知，并对文化遗产进行保护区划与管控，在保护区划的前提下探讨了遗产全面、系统的保护与利用编制思路，以期对类似；位世界文化遗产保护规划编制起到一定的参考作用。

Because of its rich historical and cultural heritage, the protection and utilization of ＂quasiworld cultural heritage＂ has become a major issue of our time. Zheng Guoqu, known with Dujiangyan and Lingqu as the famous three major water conservancy projects in Qin Dynasty and the record of China＇s water conservancy development history, is a precious water conservancy cultural heritage, also a quasi-world cultural heritage. Taking the protection and utilization of Zheng Guoqu as an example, this paper uses literature analysis and field research to get a systematic analysis of the heritage, and then makes a protection zoning and planning to give a comprehensive and systematic protection and utilization planning for the cultural heritage, which is believed to have some reference value.
