加强我国与“一带一路”沿线国家电力领域合作研究

Strengthen the Electric Power Cooperation between China and Countries Along "the Belt and Road"

我国与"一带一路"沿线国家电力合作潜力巨大,国际合作将优化国家间电力资源配置,实现"共赢"的战略目标。我国与"一带一路"沿线国家的电力合作形式多样,涵盖电源项目、电网项目和运营维护项目。电力行业国际合作相比其他能源品种难度较大,受到包括电力安全、电网传输和技术制约及电力产业链的特点与合作复杂性引发的风险制约等。为促进我国与"一带一路"沿线国家电力合作,应夯实国家间电力合作的互信基础,先行推进能源互联网与特高压输电建设,整合国内电力企业资源,引进第三方力量的参与和支持。

Because of the great potential for electric cooperation between China and countries along ＂ the Belt and Road＂, the allocation of electric resources will be optimized and the ＂win - win＂ strategic object will be accomplished through that cooperation. There are many forms of the cooperation, including power project, power grid project and system O＆M project. Being confined by electric safety, transmission technology, spe- cialty of electric industry chain and the risk caused by the complexity of international cooperation, international electric cooperation is more difficult compared with international cooperation of other energy species. To promote the electric cooperation between China and countries along ＂the Belt and Road＂, possible policy directions include laying the ground for international electric cooperation and mutual trust, advancing the construction of Energy Internet and UHV transmission, gathering sources from domestic electric enterprises and introducing the support and participation of the third party.
