内蒙古自治区医疗保障支出与卫生总费用关系研究:基于灰色关联分析方法

Research on the Relationship between Medical Insurance and Total Health Expenditure in Inner Mongolia: Based on Grey Relative Correlation Analysis Method

目的:研究内蒙古自治区医疗保障支出与卫生总费用之间的关系。方法:利用内蒙古自治区2009—2014年的相关数据作为样本,分别运用灰色绝对关联度、灰色相对关联度以及灰色综合关联度三种分析方法对医疗保障支出与卫生总费用之间的关系进行研究,具体细化为四类关系:(1)医疗保障总支出与卫生总费用的关联度分析;(2)政府医疗保障支出与卫生费用的关联度分析;(3)社会医疗保障支出与卫生费用的关联度分析;(4)商业医疗保障支出与卫生费用的关联度分析。结果:从卫生总费用角度,对于内蒙古自治区医疗保障支出,政府卫生支出高于社会卫生支出的关联度;从医疗保险基金筹资角度,对于内蒙古自治区医疗保障支出,城镇居民基本医疗保险基金与新型农村合作医疗保险基金的关联度较高;从人均医疗保健消费与个人现金支出角度,与内蒙古自治区医疗保障支出的关联度从大到小依次顺序为:个人现金卫生支出、农村居民人均医疗保健消费、城镇居民人均医疗保健消费。结论:卫生总费用结构日益合理,政府医疗保障支出所占比重与日俱增,居民个人现金卫生支出仍相对较高。内蒙古自治区医疗保险基金筹资城乡不均。

Objective： To study the relationship hetween medical insurance expenditure and total health expenditure in the Inner Mongolia Autonomous Region. Methods： Selecting the relevant dala （2009--2014） in the Inner Mongolia Autonomous Region as the sample, to analyze the relationship between health care expenditure and total health expenditure with three kinds of methods： grey rela- tive correlation nlodel, grey absolute correlation model, grey comprehensive correlation model. Specifically, there were four types of re- lationships： （1） medical security expenditure and the total health expenses; （2） government health care expenditure and the total heahh expenses analysis; （3） health expenditure of social medical insurance and the total health expenses： （4） health expenditure analysis of commercial medical insurance and the total health expenses. Results： From the perspective of total heahh expenditure in Inner Mongolia At, tonomous Region, the correlation of government heahh expenditure was higher than the correlation of social health expenditure; from the result of medical insurance fund of the Inner Mongolia Autonomous Region, basic medical insurance fund for ur- ban residents and the new rural cooperative medical insuranee fired were relatively high; from the result of per capita health care con- sumptinn and personal cash the expenditure, the hmer Mongolia Autonomous Region medical expenditure related degree order from large to small： personal heahh ext）enditure of rural residents, per capita consumption of health care, urban residents per capita eon- st, mt）tion of health care. Conclusion： The structure of total health expenditure became more and more reasonable. The proportion of government medical insurance expenditure increased by day, and the individual cash hygiene expenditure of residents was still relative- ly high. The Inner Mongolia Autonomous Region medical insurance fund was inequality between urban and rural areas.
