During the period of the republic of China, university which participated in the forms of ＂popular education＂, ＂civilian education＂ ,＂ public education＂ and ＂war of resistance education＂ accumulated lots of historical experience in promoting social education responsibility. It sets up the social mission of intellectuals for modern universities and increases the educational efficiency of university serving society. It also promotes the opening of university education resources, participates in constructing the learning society, and provides local experience and enlightenment effectively.
