摘要
地方高校要培养符合地方经济社会发展所需要的人才。我国高校"千校一面"的治理结构,使得地方高校呈现出治理结构趋同、人才培养质量难以满足用人单位需求和教师队伍难以形成特色等影响学校发展的现象。地方高校要从深化人才供给改革的高度,从制定高校章程入手,坚持依法治校,教授治学,依法按章规范行政权力和学术权力的边界;从有利于人才培养的角度深化内部机构设置改革,完善高校治理结构;实行民主管理,调动广大教职工的积极性,保障师生员工的合法权益。
Local colleges and universities should cultivate the talents who meet the needs of local economic and social development. The governance structure of China' s universities called "housand colleges are the same" leads to many problems impacting on the development of colleges and universities like the governance structure tends to be the same in local colleges ; the quality of talent cultivation can' t meet the needs of employers ; and the teachers' team can' t form the characteristics. To solve these problems, local colleges and universities can do as follows : deepening the reform of talent supply ; formulating university constitution ; insisting on governing university and professors' academic management by law; regularizing the boundary between administrative power and academic power by law and by constitution ; deepening the reform of internal organization setting from the perspective of cultivating talents to improve the governance structure in colleges and universities ; practicing democratic management to motivate the initiatives of faculty and staff and guaranteeing the legal rights of teachers and students.
