摘要
以A省X市国家税务局为研究对象,文章运用因子分析方法探讨影响现代政府绩效文化建设的主要因素,通过相关数据分析发现价值认同、制度构建、结果运用三大要素对绩效文化建设具有显著的影响。结合实地访谈内容以及实地观察所得,提出三大措施,引导价值认同,推进制度完善,创新结果运用。期望能够以此助推现代政府绩效文化建设,着力发挥文化育人、铸魂、塑形的润化作用,引导公务员成功度过"抵触—应付—认同—参与—习惯"的思想历练过程,最终实现组织全体成员把追求高绩效内化于心,拥有不断创新的勇气与意识,将力争卓越绩效外显于行,使其转化为日常行为习惯,推动绩效管理良性发展,全面提升现代政府工作水平。
Through the investigation and factor analysis, it illustrates that value identity, system construction and application of the results are three factors, which affect the performance cultural construction significantly. Through on-the-spot interviews and observations, this paper presents three major measures: guiding the value identity, promoting the system improvement and innovat- ing the application of results. It is expected to boost the modern governments construction of the performance culture, especially in the aspects of exerting cultural education, casting soul, shaping the characteristics of role of civil servants. And it gives them a guidance about how to experience the process about "contradiction-evasion-acknowledgement-participation-habit" successfully, and then by all the members of the organization who are aimed at pursuing high performance, showing the courage and the con- sciousness of the continuous innovation, they will strive to form a habit in excellence performance significantly in daily behaviors, which can promote the performance management into the benign development and raise the overall level of government work ulti- mately.
