An Analysis on Development Path of Shanghai's Smart Community Care for the Elderly——Based on PSR Model

老龄化的加剧、"4+2+1"式的家庭结构及传统养老机构的缓慢发展让养老成为了一个社会性的难题,而融合了智慧养老和居家养老优势的社区智慧养老被视作"养老难"的可能破解路径。处于深度老龄化阶段的上海在2010年左右就开始试点社区智慧养老,以期通过这一新模式缓解上海严峻的养老问题。那么上海社区智慧养老发展现状如何?发展过程存在怎样的"推力"和"拉力"?政策应该如何去引导社区智慧养老的发展?为了回答上述问题,探究上海市社区智慧养老的发展路径,文章基于PSR模型对上海市的社区智慧养老发展路径展开了讨论分析。

Severe aging, ＂4＋2＋ 1＂ type of family structure and the slow development of old-age pension institutions make caring for the old become a social problem. Smart community care for the elderly, integrated the advantages of smart care model and home-based care model, is being regarded as the probable way which can crack the endowment difficulties. Shanghai, in the depth of the aging stage, started the experimental unit job of this new pension model in 2010, intending to relieve the heavy endowment burden in Shanghai through this way. Now what is the situation of smart community care for the elderly in Shanghai？ What are the ＂pushing＂ and ＂pulling＂ factors in the process of development？ How should the policy guide its development and promotion？ In or- der to answer the above questions and research the specific development path of smart community care for the elderly in Shanghai, this paper launched a discussion on it based on the PSR model.
