论主权专利基金

Sovereign Patent Funds

主权专利基金是国家主导下的知识产权市场化运营基金,有着防范专利诉讼风险、提升专利价值、优化国内专利环境从而缩小同发达国家在专利领域内的差距等重要意义。通过对他国主权专利基金的研究,为我国主权专利基金的建设提出的建议:有确立运营机构,明确设立目的,优化国内专利市场,增加社会资本投入,加强同各国主权专利基金之间的交流合作等。虽然国内学者加大了对主权专利基金的关注力度,但国内研究成果稀缺,文章通过深入分析主权专利基金,期望能为后续研究提供借鉴与参考。

Sovereign patent funds are intellectual property market operation funds controlled by the government. Sovereign patent funds have a lot of important significance. They prevent the risk of patent litigation, promote patent value, optimize the domestic patent environment and narrow the gap in the patent field with developed countries. Through the research on other countries＂ sover- eign patent funds, it can make some suggestions for China＇s sovereign patent fund construction. Although China＇s academics have stepped up their focus on sovereign patent funds, domestic research is scarce. This paper tries to analyze the sovereign patent fund deeply and provide the reference for future research.
