群体性事件根源及其化解、应对、处置对策——基于群际利益差异视角

The Cause and Corresponding Resolution, Response and Disposition of Mass Disturbance——Based on the Inter-Group Interest Difference

当前我国正处于社会转型期,各种群体性事件高发,利益冲突是社会冲突的实质,群体性事件爆发的一个重要根源是群际利益差异。弱势群体的正当利益受到损害、利益诉求表达不畅、群际间贫富悬殊是诸多群体性事件发生的主要原因。在完善利益补偿机制、构建多渠道的利益表达机制和促进社会公平上狠下功夫之外,还需推动地方政府的应对能力提升和国家治理的制度能力建设,有效预防和化解群体性事件。

Nowadays, during the period of social transition in China, all kinds of mass disturbance have happened most frequently, and the essence of social conflict is the interest conflict. One of the important causes of mass disturbance is the inter-group inter- est difference, and its main reason lies in the damage of reasonable rights for vulnerable groups, the obstacles in expressing benefit claims and the uneven wealth distribution among different groups. The solution shall be emphasized to improve the interest com- pensation system, build the multi-channel interest-expressing mechanism, and promote social equality. Besides, it＇ s necessary to improve the coping capacity of local government and strengthen the capability of state governance system so as to effectively pre- vent and resolve mass disturbance.
