湄公河流域水资源合作开发利益协调机制研究

Research on Interest Coordination Mechanism for Mekong River Basin Water Resources Cooperation and Development

湄公河流域作为我国西南地区开发利用力度最大的国际河流,由于各流域国对水资源利用诉求差异存在很多利益冲突,引发了流域内外各方力量的关注。依据利益相关者理论和利益分享理论,通过对湄公河流域水资源开发主体及其利益诉求分析,找寻各利益相关主体的利益契合点,从利益分配、利益约束和利益补偿3个方面构建了湄公河流域水资源合作开发的利益协调机制,以期为湄公河流域水资源合作开发利益冲突的避免和解决提供参考。

As the largest international river in the southwest of China,the Mekong River has give rise to the strength concerns of the parties inside and outside the basin because of the interest conflicts in the watershed countries. Based on the stakeholder theory and benefit sharing theory,it analyzed the interest main body of water resources development and their demands in Mekong River basin,and found the interests convergence point of the stakeholders. Then it built the benefit coordination mechanism of water resources cooperation development in Mekong River Basin from three aspects： the benefit distribution,the benefit restriction and the benefit compensation,so as to provide reference for the solution and avoidance of the interest conflict in the development of water resources in the Mekong River Basin.
