新全球化时代大国战略互信的生成与维护——基于中俄关系的研究

Establishment and Maintenance of Strategic Trust in the Era of New Globalization:Research on Sino-Russia Relations

大国之间的战略互信,对于维护世界和平和促进人类发展,对于维护国际秩序稳定和推进国际体系转型,均至关重要。新全球化已对大国关系产生了多方面的深刻影响,因此,大国之间战略互信的生成与维护需要形成新思路,采取新方法。通过对中俄战略协作伙伴关系系统地研究,可以得出如下结论:在新全球化时代,大国战略互信的生成,需要相关国家在核心利益上存在较大交集并达成明确共识,需要政治领袖的强有力推动,需要相关国家采取明确、可感知和被认可的友好行为;而大国战略互信的维护,则需要有政治领袖共同、持续的努力,建立战略合作机制并不断丰富其形式和内容,不断拓展战略合作的广度和深度,不断强化战略互信的社会基础。

The strategic trust between great powers is important to safeguard the world peace, promote human development, maintain the stability of the international order, and promote the transformation of the international system. New globalization has produced profound impacts on relations between the great powers. Therefore, the establishment and maintenance of strategic trust between the great powers must generate new ideas and adopt new methods. Through the in-depth study of the strategic partnership of cooperation between China and Russia, we can draw the following conclusions： In the new era of globalization, the establishment of the strategic trust between the great powers needs the existing of a larger intersection and a clear consensus in the core interests between the relevant countries, the strong impetus from political leaders, the clear, perceivable and recognized friendly act by the country concerned. The maintenance of strategic trust between the great powers requires political leaders to work together, to build and constantly enrich the form and content of strategic cooperation mechanisms, and constantly expand the breadth and depth of strategic cooperation, and constantly strengthen the social basis of strategic trust.
