“一带一路”沿线网络空间命运共同体研究

Study on Community of Cyberspace Destiny Along The Belt and Road

习近平主席提出的"网络空间命运共同体"是"人类命运共同体"的重要组成部分,对于正在推进的"一带一路"倡议具有重要意义。网络空间命运共同体具有互利共赢性、均衡普惠性,沿线各国如能摒弃意识形态和社会制度差异携起手来共同应对网络恐怖主义、网络霸权等,必将有效维护沿线网络安全。但是沿线各国在构建网络空间命运共同体时也面临西方大国的掣肘、意识形态各异等挑战。为此,本文提出了建立沿线网络空间共治权利及相关国际法准则、形成沿线网络空间共同利用的体制机制、补齐沿线网络技术和产业发展短板等构建沿线网络空间命运共同体的合作机制。

The ＂Community of Cyberspace destiny＂ proposed by Chairman Xi Jinping is an important component of the community of human destiny and is of great significance for advancing ＂The Belt and Road＂ initiative. The community of cyber space destiny has the characteristics of mutual benefit, win-win, balanced and inclusive. If countries along ＂The Belt and Road＂ can abandon ideological and social system differences, they can work together to cope with network security issues such as cyber terrorism and network hegemony. With the goal of building a community of cyberspace destiny, those countries will effectively maintain the network security. However, there are some challenges to build the community of cyberspace density, such as Western hegemony and different ideologies along line. Thus, the thesis will put forward some suggestions to construct the cooperation mechanism of the community of cyberspace destiny along the line, such as setting up the cyberspace governance rights and relative international norms and law along the line, forming the mechanism of cyberspace common use, developing network technology and industry.
