City Diplomacy in the Age of Globalization: Dynamics Mechanism and Preferable Approaches

城市外交为何会蓬勃发展?其动力机制与全球化、信息化存在密切联系。全球城市网络对城市拓展全球联系形成一种外部"牵引力",国家权力一定程度上向城市集中产生内部"推动力",使城市外交成为可能。外部和内部的动力形成合力,使城市在全球化时代的外交舞台上获取施展空间。城市如何施展外交功能?理想的路径选择是将城市外交与国家对外战略有效对接,使城市外交成为国家融入国际体系参与全球治理的重要渠道。改革开放后,城市成为中国发展的核心场域和连接世界的关键节点。提高中国城市外交的水平既要顺应中国特色大国外交的转型趋势,也要遵循城市外交发展的机制性规律,从国家和城市两个层面共同努力,为构建立体化的总体外交格局做出贡献。

City diplomacy is an emerging phenomenon in the age of globalization. Because of the traction from the global city network, the cities seek to explore their global communications. Since the national power is decentralized and partly transferred to cities, it is possible for the city diplomacy to develop. The driven forces from the city itself, the nation state and the global network come together to improve the city to play an international role. It＇s feasible for the cities to display their diplomatic functions through two approaches： promoting the integration of strategies on both national and municipal levels, making city diplomacy as an effective channel for the nation to take part in the global governance. In China, an explicit city diplomacy strategy needs to be formed so that the city＇s abundant diplomatic recourses could be integrated into China＇s foreign strategy, which will strengthen city diplomacy as an integral part of China＇s overall diplomacy.
