城镇化进程中南宁市农村劳动力转移问题研究

Research on the Rural Labor Force Transfer in Nanning in the Process of Urbanization

城镇化是衡量一个国家或地区现代化水平的重要标志,其实质是农村人口不断向城市聚集、农村劳动力不断向城市转移的过程,因此,城镇化与农村劳动力转移之间既相互制约又相互促进。城镇化的发展能有效促进农村劳动力的转移,但农村劳动力的转移尤其是无序的转移,则会引发一系列城市建设的新问题。南宁市在推进农村劳动力转移过程中,应坚持城乡统筹原则,立足当前,规划长远,通过发挥返乡创业能人的示范带动作用,完善市级农村劳动力转移就业服务体系,发展县域产业,扩大农村转移劳动力就业空间,加大易地扶贫搬迁后续扶持力度等措施,助推南宁市农村劳动力的有序转移。

Urbanization is the key symbol for measurement of modernization level of a state or an area and is, in essence, the process of rural population aggregation towards the city and the shift of rural population into the city. Accordingly, there exist mutual constraints and promotion between the rural labor force transfer and urban- ization. Urbanization can effectively promote the rural labor force transfer, which will give birth to a series of problems in urban construction. The promotion of the rural labor force transfer in Nanning, the capital city of Guangxi, calls for our persistence in the principle of urban and rural overall development, being based on the present, and long-term planning. Efforts need to be made to promote the orderly rural labor force transfer in Nanning by encouraging those who return home to take the lead in starting a business, improving the city-level employment service system for rural labor force transfer, enlarge employment space for rural labor force, in- crease the follow-up support for poverty alleviation and relocation.
