尽管印尼并不是南海声索国,但是印尼却在南海问题中扮演着重要角色。印尼对南海问题的关切源于自身安全需求、发展需求和责任需求三方面的战略考量。印尼力求成为南海问题"中立的调停者"。为保持东盟的团结,印尼积极协调东盟国家在南海问题上的政策立场。为维护其对纳土纳群岛及其附近海域的"权利"主张,近期印尼强化了在该区域的存在。印尼当前的南海政策将加速南海问题"东盟化"的进程。印尼与中国在南海问题上的某些分歧将给两国关系的发展带来"隐忧"。印尼在南海问题上所推行的"大国平衡"战略将给地区安全带来不确定性。
Indonesia plays an important role in the South China Sea issue, although it is a non-claimant country. Indonesia's concern for the South China Sea issue is deeply rooted in three strategic interests: security needs, development needs and responsibility needs. Indonesia seeks to become "a neutral mediator" of the South China Sea issue. In order to maintain unity of ASEAN, Indonesia actively moderate ASEAN countries' policy position on the South China Sea issue. To maintain its rights to Natuna islands and its neighborhood sea, Indonesia recently reinforced its presence in the region. Indonesia's current policy will accelerate the process of the "Aseanization " of the South China Sea issue. Some differences of Indonesia and China on the South China Sea issue could indicate "an underlying apprehension" to the development of bilateral relations. Indonesia's "balance of powers" strategy on the South China Sea issue will bring uncertainty to regional security.
