社区居家养老服务机构发展中的问题及对策研究--基于南京市玄武区的调查

A Study of the Problems and Countermeasures in the Development of Community Home-Based Care Services for the Aged——Based on the Investigation of Xuanwu District, Nanjing

社区居家养老是当前应对老龄化的重要养老模式。社会服务机构(民办非企业)是社区居家养老服务的主要提供主体。本文通过对南京市玄武区五家典型的社区居家养老服务机构进行深入调查发现,社区居家养老服务机构存在经费、人员、服务内容、服务场地、政策等方面的问题;由此提出拓宽资金来源、根据需求落实服务人员、丰富服务供给、完善医养融合操作和监管政策、发挥政府职能推动养老服务供给侧改革等对策建议。

Community home-based care is an important care model to deal with an aging society. The social service institution （private non-enterprise） is the main provider of community home care service. This article finds that there exist problems in funds, personnel, serviee content, service location and policy in com- munity home-based care services by an in-depth investigation of five typical community home-based care service agencies in Xuanwu District of Nanjing. Therefore, some suggestions are put forward, such as expand- ing the sources of funds, employing the service personnel according to the dcmands, enriching the service supply, improving the integration of medical care and care service as well as supervision policies, giving full play to the functions of the government, and promoting the reform of the supply side of the care service for the aged.
