美丽乡村建设背景下农村垃圾治理的现状及措施

The Current Situation and Measures of Rural Garbage Disposal under the Background of Beautiful Countryside Construction

十八大会议上提出的建设美丽中国的目标,强调了尊重自然、顺应自然、保护环境的生态文明理念。美丽乡村是美丽中国建设的具体实践,当前农村垃圾已经严重影响到美丽乡村的建设,必须引起全社会的关注。目前我国农村垃圾治理存在四难、两化、一低的问题。分别是:收集难、转运难、处理难、保持难,资金来源单一化、管理过程碎片化,垃圾回收率低。因此,需要打破"碎片化"的治理格局,建立权责明确的多元责任主体网络;完善相关的法律法规,实现垃圾治理工作长效化;建立多元化的资金来源渠道,人人加入美丽乡村的建设中。

The eighteen meeting to build a beautiful country of destination, emphasizing respect for nature, comply with the nature, the protection of the environment and ecological civilization concept.The beautiful countryside is beautiful and the concrete practice of China,rural areas,already seriously affecting the construction of beautiful countryside,have to arouse concern.Rural garbage disposal exist showing problems：collection, transport, processing, and maintaining hard; managing the process of fragmentation of funding; low waste recovery issues.Therefore, we need to break the＂fragmented＂governance structure and accountability clear multiple subject of li- ability network; to improve related laws and regulations,implementation of long-term waste management work; building a diversified source of funds, everyone joined in the construction of the beautiful countryside.
