德法并举构建良好信用秩序——兼析对学术造假“法轻德软”的现状及其危害

Construction of A Good Credit Order through the Combination of Law and Virtue——Analysis of the Light Law and Soft Virtue about the Current Academic Fraud and its Hazards

良好的信用秩序是和谐社会的应有之义,维护信用秩序是道德与法律的共同价值追求和基本社会功能,信用规范是道德与法律的共同价值准则和道义要求;我国现阶段信用秩序构建中(尤其对学术造假等的惩处上)所存在的"法轻德软"现象是失信背义的普遍性社会原因,只有德法并举才能构建良好信用秩序;以社会主义核心价值观为指导培养公民正确的信用观,使全体社会成员和社会组织都依法办事、诚实守信,对严重失信行为及其危害结果"法罚德治"即德法并举,是构建良好信用社会的必由之路。为此,学校应承担起培养诚信公民的重要职责。

A good credit order is absolutely indispensable for a harmonious society,the maintenance of credit order is the shared value,pursued by the law and virtue,and the basic social function,while credit specifications are the shared value criterion and moral requirements. At the present stage in China,during the process of the construction of credit order,especially in the aspect of the penalty of academic fraud,there exists the phenomenon of light law and soft virtue,which is a universal lack of honesty,resulting from some social reasons. Only by the means of ruling by law and by virtue,can we build up a good credit order. For the purpose of constructing a society with a good credit order,it is essential to cultivate citizens＇ correct credit outlook under the guidance of the socialist core values,to ensure all the social members and organizations to act by law,to be honest and trustworthy,and to rule by law and by virtue simultaneously,in particular,about the serious dishonesty behaviors and hazards. Therefore,schools and universities should bear the responsibility of cultivating honest citizens.
