实现东北地区等老工业基地全面振兴是党中央所做出的重大战略决策。东北老工业基地全面振兴战略不仅具有经济意义,同时还具有重大的政治意义,必须从战略上把握。东北老工业基地实现经济新常态这个大逻辑,需资本、政府、道德三重逻辑联动,让创新、协调、绿色、开放、共享五大发展理念贯彻于政治、经济、社会、文化、生态等领域,从根本上解除东北振兴的结构、机制、体制、文化等障碍,进而实现东北老工业基地的全面振兴。

To realize the overall revitalization of the northeast region and other old industrial bases is a major strategic decision,made by the Party Central Committee,which is not only of great economic significance but also of great political significance,and should be dealt with strategically. The realization of the economic New Normal in the Northeast Old Industrial Base calls for the combination of three logics： capital,government and morality,by applying the five development concepts of innovation,collaboration,green,open,and sharing into the political,economic and social,cultural,ecological,and other aspects so as to find a fundamental solution to the barriers of structure,mechanism,system and culture,and to achieve the overall revitalization of the Northeast China.
